Stormwater is coming out of the road gully due to probable blockage of the storm drain running across the field behind the hedge to the West

Instead of the gully taking the water away to the far ditch and then the stream around the north end of my field it is spewing water out onto the road. It then runs down the road Northwards until it reaches the bridge/culvert in the valley. If it freezes it will cause accidents on this single carriageway road which School buses use twice daily. The drain crossing the field must be blocked and damaged. There is a water main running parallel to the road under the field, I don't know which was laid first. This problem has been worsening for a few years now.
