Cross Drain blockage and debris in ditch

The ditch is full of hedge debris which has washed into the gully and cross drain under the road and partially blocked it. This blocks the field drain outlet flooding the field, causes the ditch to overflow, flooding the public footpath and onto the public road. I have tried to clear it by hand but it needs jetting and digging out again properly as soon as possible before it blocks fully.
