Please can you clarify if the 'pull in' opposite the Village Hall is part of the Highway or is privately owned?

Sent to Shropshire Council less than a minute later. Council ref: 14160706.

This has been used for many years by motorists as a 'lay-by' but the adjacent land has recently been purchased and the new owner claims it belongs to him and intends to erect a fence to prevent access.
