Temporary traffic light with no works

Sent to Shropshire Council less than a minute later. Council ref: 14160660.

Temporary traffic lights have been in place for in excess of 10 days with no actual works tacking place there. Barriers that restricted lanes have been pushed back, still no works. No details of the contractor/job. Why are the traffic lights there ?????
