Blocked drain

There is a blocked drain on the East side of the carriageway which is causing surface flooding and water running down edge of the carriageway eroding the edge of the road. Local farmers have tried to unblock it and have dug a channel on the verge further down the road to channel the water into a nearby stream; however it needs to be unblocked properly. The problem began a couple of weeks ago as far as I am aware.
