Hedge missing after lorry went off the road

Client is unable to just fence the boundary now as the land will need to be built up before another hedge can be planted to make it stock proof. Client has put up a temporary fence so that he can allow livestock on the field, however this is only a temporary fix. The council need to sort. Many thanks.
