Slippery leaves on pavement

I am concerned with leaves on pavement , people stepping into road when passing on coming persons with wheel chairs , outside Twyford tots SY3 7NP , has been like this many weeks , we have cleared leaves on our pavement section 102 Belle Vue Road twice now , but passing traffic and wind keeps blowing them back , it seems never ending , if you could address this please
