Broken street name

Sent to Shropshire Council less than a minute later. Council ref: 14158999.
Street sign ‘Barclay Close’ - the posts that once held the sign up have rotted away. The sign is now just flat on the floor. Also the sign is barely readable due to fading and dents.

We have on a number of occasions picked up the sign from the middle of the road and carefully placed it back on the ground where it once stood. It is not fixed, it is completely detached from its fixings as they have rusted away.
How can ‘no action be required’ on a street name that is completely broken and has to now lay flat of the floor where it once stood ?
