Blocked drain and ditches creates standing water up to 30cm deep

This issue is reported most years. It appears that rainwater runs off the field behind, carrying silt which blocks the drain. That is compounded by mud carried off the fields by farm vehicles which is also washed towards the drain during rain. The result is unhealthy standing water from autumn until spring which becomes almost impassable after rain, constantly causes a hazard for walkers and vehicles and causes pot holes. I understand this was reported by the parish council earlier this year.
