Blocked drain

During the heavy rain last week this ground water drain cover had water coming out of it, I assume because the level of the brook was high. Its been a week and its still coming out and has washed away the surrounding area. The water going down the lane was about 8-10" deep and has washed away the sides of the road which needs re-tarmaccing
