Flooded road, drains blocked, water coming up on my property

The drains in the highway are blocked, the drains run through my property and possibly under my house, the surface road water has nowhere to go and ids coming up under my boundary walls and flooding my lawns, Im very worried about this and that it is going to get into my cellar. Thank you
