Weeds blocking the storm drain.

Sent to Shropshire Council less than a minute later. Council ref: 14157896.
Ongoing issues with the void between my fence and the school fence which is council property. Following construction the council agreed for the water tank at the harlescott school, the void which has storm drain was covered a filled with soil etc which caused flooding over my back wall and filled my garden to a foot. This was cleared by the construction company and severn trent however the weeds that have grown in the void is a bed for holding water and this fills when it rains whether small amount or lot. This floods my garden to about a foot and enters my shed rotting the floor and coming to the property damaging my property wall and causing damage to the cement requiring pointing up. My fence has rotted at the bottom also. I have contacted the school, council and the contractors for support and help. But have been told its the grass and weeds which need moving..I was told a French drain would be put in bit that has not occurred. The embankment the tank is built on is soil to the side which will obviously drain to lowest point which is my garden and it fills. This is the 4th time this has happened and is unfair as this never previously happened. And I cant even see storm drain for soil and weeds
