Hedge blocking pavement and forcing pedestrians into road on a bend

The hedge overgrows the pavement by about 2ft forcing pedestrians into the road in a blind bend. Also, a tree in the garden of No12 completely overhangs the highway and the branches are low causing an obstruction.
