Partial blockage of water conduit under road?

Usually, the brook flows under the road through a conduit. An overflow ford flows over the road at times of very high rainfall. BUT this time it looks as if something might be restricting the under-road conduit. The stream level has dropped on the down-stream side but is high on the up-stream side. Farmers think there is a blockage. ALSO, on Thursday 27th September the stream rose to occupy the road right up to the driveway to the "Stables" on the Habberley side of the stream and was again threatening to flood Wain House. Can anything be done to protect WainHouse please?
