Impassable flood

Since our neigbour put a pond in next to the lane, approximately 4 years ago, the lane floods. It didn't before. This goes down eventually. However, while there, it is impassable for walkers and more importantly vehicles. Today, my father, who is 97, carer was unable to get to us. He had a 5 mile detour. This made me think, what if we need an ambulance or other emergency vehicles.
