Fouling everywhere

Sent to Shropshire Council less than a minute later. Council ref: 14155756.

Need to do something about the thrown bags of dog waste all along the reported locations. It appears to be the same person throwing the bags onto the grass and people's property as they are the same bags. Fine somebody and maybe it will stop the problem ?
