Drain full of leaves, not drain rain water

This drain and others along road are all full of leaves and as such rainwater does not drain away leaving road flooded which is hazard to walkers and cyclists as cannot see potholes and also get soaked by in considerate drivers Has been in this condition for at least a year indicating nobody checks these
