Iron work not in place

Road gulley iron work displaced which I hit with my from wheel which resulted in a blown tyre and a damaged wheel rim. Whilst I was waiting for recovery 2 contractors turned up and ask me where the damaged gulley was and I explained I then went back to the site and the contractor explained that this had been reported earlier that day by some one else.
