Drains blocked since road resurfacing work

I have had Severn Trent in attendance to my property today to investigate my basement flooding. Even with weather as it has been today, in the past it's never been an issue and the property has never flooded before. It wasn't a particularly large flood, but there was quite a substantial pool of standing water. Severn Trent have confirmed that there are no issues with the mains water supply in and around my property. I advised him that the only thing that has changed in the area recently is that the road has been resurfaced. The engineer from Severn Trent looked at the roadside drains and discovered that a large proportion of them on this street are now blocked with large amounts of solidified tarmac, which presumably come as a result of the recent resurfacing work that has taken place in the area. As a result, water is not draining away from the surface of the road properly and is seemingly coming into my property through the water table.
