Run off down highway, water ingress and debris blocking gulley

Water pours down the highway , crosses the road and has now entered the gate down the steps into the house. This has not happened in my memory or others in the area. The debris brought down blocks the gulley and then more water ours through the fence into the garden. This debris has filled a wheeley bin and happens whenever there is heavy rain. It is not a one off. Serious works and investigations now required.
