Gully’s and drains blocked and need cleaned

My garage and drive got flooded last night 2130 . There are drains in road but as blocked and not clean the surface water then went on to our property causing a lot of damage. I’ve swept them this morning and pulled out a small bush growing .

What are the maintenance schedule for those drains
