Road drain blocked with dirt

Sent to Shropshire Council less than a minute later. Council ref: 14154335.

Gews came last year to clear the drain at at 0400 in the morning,(it was clock change day) by bashing the drain cover with a sledge hammer , this set my dogs of and as my window is about 15 ft from the drain it startled me, I shouted come on lads it’s 4 in the morning what are you doing .. they said sorry they would be back .. they never returned
