Plastic caps all over the lane every time the bin collection lorries call

Every week I am finding plastic caps all over the lane between our property and Cwm Hall. Been happening for many months. The caps are often broken. They do not biodegrade and bits of plastic lie in the road for months on end, unless I pick them all up! I believe they come from the bin lorries as last week I cleared up the mess, waited until after the 2 bin lorries had been and low and behold, there they are again! See photo. I thought the recycling lorry was meant to collect rubbish, not leave it all over the lane! Incidentally, this section of road is the worst in the section marked, for dangerous potholes. Really deep and often filled with water. They have already caused damage to my vehicles suspension, as I have to drive that way several times a week. I think the bin lorry may also hit these potholes and somehow leave these bright yellow caps after the subsequent bump caused by hitting the potholes. This week I haven't cleared up the plastic debris, so someone can come and see. Thank you.
