Raised manhole cover on pavement

Sent to Shropshire Council less than a minute later. Council ref: 14152013.

Bright yellow cover on a new hole in pavement been screwed on but l very dangerous as although bright yellow a it’s not flush with pavement and raised above pavement so a trip hazard Not sure if it’s a temporary cover or permanent
