Neighbours deliberately parking right across the access ro my drive but also completely blocking the dropped kerb so i have to bump my sons electric wheelchair down the kerb i have people not to do it but they wont lisren my son could get hurt is there anything i can do or can you gelp as its becoming a regular occurance

Deliberately parking ove the access to my drive even though I have a sign up saying wheelchair access required also the block the dropped kerb meaning I gave to bump my sons big electric wheelchair down the kerb my bungalow is situated in a elderly residential complex and many of these use mobility scooters so have the same problem as me I have asked them not to park there but they won't listen please can you help as I fear someone is going to get hurt
