Oil leaking from car onto road

A car is parked by my morher in laws house on Church Hill, Ellesmere. It is leaking a lot of oil and I’m concerned it is a hazard and also environmentallly worrying as it could cause problems to the mere I’d like the car removed as I don’t know who the owner is and why they park it here. It could be abandoned as it never moves. I gave photos of the leak
