Standing water for several days

Over the last 10 years approx lane has become worse. Can have standing water for up to a week. This can happen during wet summers also. It is the only access road to/from my property, it can result in no post or delivery vehicles using lane. I do have a few more photos going back to 2014 if required. It's possible there was a drainage ditch to one side years ago but no longer.
