Constant dog fouling

Sent to Shropshire Council less than a minute later. Council ref: 14132847.
This is an ongoing issue the area has been plagued by for months. I have recently had two piles of dog mess right outside my house. We can't let our toddler walk in the area without her falling over into it.
There seems to be at least one filthy animal lacking the mental capacity of looking after their four legged friend in this area. I am aware this has been reported multiple times and that clean up crews have been sent to tidy up (Thank you).
Unfortunately we need to have another crew sent around Buttington road, Woodcote Way and Monkmoor Road to the shops.
I would also like to find out if there is any way this can be escalated to hole the offending party to account? I would gladly have a cctv camera installed if that would help? I have seen an owner walking their dog and not even stop while it does the dirty, I presume this would be a form of neglect?
