Persistent flooding of the road

The two road drains are silted up. They have cleaned out by the council but the pipe which takes the water into a ditch in the adjacent field has blocked up and therefore the road drains are not working. The surface water is flowing overland through the field gateway but it doesn’t flow very quickly and the road floods badly (the photo is after 3 dry days). The agreement with the landowner (not us) was that the council take responsibility for maintaining the
