Illegal parking due to yellow Lines covered by fallen leaves

Access to and from Holywell Terrace continually blocked by illegal parking, because yellow lines have been covered by fallen leaves. Can the leaves be cleared urgently please, to make the double-yellow lines visible, and a no-parking sign attached to the wall so that parking restrictions are clear and obvious.
