Landlord unable to fix drain pipe!

We have a massive problem to find any company who would replace cracked rain water pipe due to trafic light,street light and cctv instalation located just right along with ours drain pipes which cause a water damage to the bulding (basement). Dear shopshire council can you remove your wires to let us to fix the problem and to stop water damage to our property please as the bulding was here before you decided to place your cables in such a silly location.
