Inappropriate assignment of bins

In the last 20 years the flat under Besford Square has not had bins as the property has no outside space. Now a general waste bin and a recycling bin have been delivered. They have been placed on the road outside the property but this is a highly sought-after parking bay. They cannot be placed on the narrow pavement as they would block the path. Now they are permanently left on the double yellow lines beyond the parking bay and causing a traffic hazard as they have been seen to roll into the road. This property should have sacks rather than bins. There is also a surplus recycling bin left on the double yellow lines. This does not belong to anyone in Besford Square or the flats at 57 Belle Vue Road.

6 weeks on and the bins are still permanently there causing an obstruction and visibility issues. Resident has now padlocked bins to prevent passerbys using them. They were being used by the public as they are on a public highway.
