Water flooding the footpath from a blocked gully

I've reported this problem three or four times previously. You have cleared the drain and examined the pipes below ground and, subsequently, dug up the pipework down the road to deal with the discovered blockage and reported to me that it is fixed. But I'm afraid it isn't. It continues to flood whenever surface water, rain or melting snow accumulates I would say this problem has been on the go for about 3 years now, maybe 4. Could you have another look please.
