Lip between pavement and ramp

There are some new apartments at the end of Hearne Way which are part of supported accommodation in Richard Onslow Court. There is a significant lip between the pavement and ramp in front of flats 47-54. This causes a jolt for a wheelchair user every time she goes over it. Could the pavement be made up to meet the ramp and ensure a smooth passage between the two?
