Several large rocks obstructing the public verge

Sent to Shropshire Council less than a minute later. Council ref: 14097208.
Owners of 9 Long Croft have removed the grass from the public verge owned by Shropshire council and placed large rocks along the kerb edging. This is likely to cause damage to someone’s vehicle tyres and wheels when they are turning in the junction and accidentally hit the rocks

A small van has already driven into the rocks potentially damaging their tyres. Have the council not requested the boulders to be moved back onto the owners actual property at the back of the public verge? It is very difficult for larger vehicles to turn in the junction with the rocks where they are.

When vehicles are parked in the road it is very difficult now to turn out of the junction without hitting these rocks. They are causing an obstruction

Can you confirm that the council are happy for people to remove grass verges that are owned by the council and render them unusable by pedestrian council tax payers and take ownership of them? I was under the understanding that any obstructions such as large rocks had to be placed a min. of 600mm from the highway. Is that also not required any more?

Is there a response to the question asked 2 months ago? Has the precedent been set now that means nearby residents can remove public verges and treat them as being within their own ownership boundary? Thus meaning they are no longer usable by pedestrians?
